I love Edward Norton and I've been waiting for this movie since I heard about it for the first time (which is what, like 20 years now? and while it is still well made movie and a good story, I feel that it's lacking something. It's not consistent - some scenes had that true noir feeling, other just felt flat and out of place. Great cast but poorly directed and edited. I had the feeling that Norton had tried too hard and it went in the opposite direction.
Norton as an actor gives really good performance (Defoe as well) but as a director. no. He gave it a shot, he was passionate about it but I think this movie would have had much better ratings if somebody more experienced was behind the camera.
